picture looks to me like a kind of message a pastor would put out to prevent people of placing "mourning-pictures" .
In several (catholic) cultures ( among wich mediteranean and eastern europe ) it is tradition to place/glue a photo and text of the disseased to trees, doors , lightpools etc.
So I think this message says : It is forbidden to place pictures on the concrete without permission of the Pastor.

Good Evening and Good Night Everyone!! Had a busy day at work - received some 'CRISIS' reports to get done so I stayed late. Had my appraisal at work, it went well too:-). I have one more report to finish in the morning and I only have a 1/2 day! Then I will be visiting friends. So no sunsets and sunrises again!!! :-(
