From reading the other posts, Bonaire sounds like the place I'd love to be. But I don't drive, or ride a bike - or even a scooter. If I stay at a hotel which is not close to a good snorkeling site, is it possible to get a taxi to take me where I need to go, and also flag one down (or arrange for one to pick me up) for the way back?

May be you can walk. Pick a hotel near the sea, almost all are.

Probably easiest to just hook up with others at the hotel where you're staying. Taxis wouldn't be practical.

This past January we were in Bonaire and I had a back problem that prevented our normal walk to town, etc. We had no problem getting a taxi whenever needed. Our resort, Divi, called and restaurants also called when necessary. The best bet for snorkeling trips is to use Renee at Renee Snorkels or Dee from the Woodwind. Renee will pick you up and I think Dee & Ulf also will get you to their boat. The mangrove trip also has a pick up service from most hotels. You should have no difficulty arranging transportation.
